Lake Communication with Residents

We are pleased that our Jensen Lakes residents are so excited about the Lake and its development! We too are eager to see the lake come to fruition. 

We receive many questions via phone and email. In order to maintain complete transparency with all residents, we will respond to each new question on this page in addition to replying to the individual asking the question. 

Access to Jensen Lakes will be via Membership Card and our team (Melcor) is working on them to be ready for the park opening this spring.  Membership cards will be issued to all Residents age 12 and older in the spring/summer 2022.

In order to obtain permanent membership cards, please ensure you send the attached Membership Information Form to hoa@melcor.ca

Access to Jensen Lakes will be via Membership Card and our team (Melcor) is working on them to be ready for the park opening this spring.  Membership cards will be issued to all Residents age 12 and older in the spring/summer 2022.

A representative for the Jensen Lakes HOA will contact you via email with instructions, and times once your cards are ready for pickup. Pick up will be located in Jensen Lakes with ample notice and at a flexible time.

In order to obtain permanent membership cards, please ensure you have submitted the information of all members residing at your Jensen Lakes Home to hoa@melcor.ca

Happy Friday Jensen Residents!

We were hoping that the Rink would be ready but due to the cold weather, the water truck isn’t able to fill the rink as scheduled.  We also had some bad luck with the liner, which showed up onsite with a hole in it.  We are now expecting the rink to be filled on Monday and will keep you updated of any further delays.

Jensen Lakes Community Rink December 2021

The Jensen Lakes community rink is bigger and better for 2021 and ready for our residents to enjoy!

  • The temporary rink will be located at the site of the future beach house; directly across from Joseph Demko School.
  • Access to the rink is via pedestrian pathway.
  • Absolutely no vehicles are permitted on site near the rink or lake.
  • Parking is available on the road.
  • The rink will be open from 7am to 10pm daily, the lights will be turned on daily from 4pm to 10pm.
  • Detailed rink usage rules will be posted on site.
  • A crew that will maintain the ice once per week and shovels will be provided for residents to use.
  • Current provincial Covid-19 regulations apply.
  • The rink is for all our residents and needs to be shared. Please be respectful to your fellow residents and ensure its used fairly by hockey players, skaters and any resident trying the ice for the first time!

Safety Reminder

We need to remind residents to Please Stay Safe and Stay off the Recreational Lake. 

The lake is still considered under construction as we are continuing to fill the lake throughout the winter. We have fencing being installed around the perimeter of the lake and we will also add additional warning signs but we want residents to remain vigilant.

The ice surface is not safe for any type of recreation, including skating, sledding, and walking because the water is continuously flowing beneath the frozen top layer.

  • The Ice thickness is unpredictable and highly hazardous
  • The ice surface varies in depth across the whole surface. While it may appear thick in some areas, other areas may have little to no ice.
  • There are generally no visible surface indications of unsafe conditions.
  • Snow often obscures holes in the inconsistent ice.
  • Water is continuously flowing beneath the surface.

Jensen Lakes Boulevard

The roadwork is complete on Jensen Lakes Boulevard and the connection to Villeneuve Road was finished this fall.  We are just waiting on power installation before we safely open the road.  We experienced a few delays from Fortis as there is a shortage in power infrastructure including transformers and cable.  We will open the road up as soon as we can – which we expect to be before Christmas.

We are excited to share some milestones as we “wrap” up for the winter:

Jubilation Beach Club Park Construction

  • The construction on the parking lot at the beach club has been substantially completed.  
  • The beautiful white sand has been substantially installed with touch ups as needed in the spring.
  • Landscaping has been substantially completed in the park, this includes the Boardwalk and the pier.
  • The maintenance building has also been completed; this includes interim washroom space for residents. Once we obtain occupancy, the next stage is furnishing it with the relevant equipment and tools and supplies for the park & Lake operations.  
  • The fencing has also been substantially completed around the park and we are just waiting on some remaining pieces to close the fencing around the maintenance building and add the access gate.

Future Construction

  • Parking lot extension

Lake Fill

After a hot summer with some fill restrictions, we are now filling at full flow rates.  We have 2 lines actively filling the lake and it will be ready for swimming 2022. 

Skating Rink

We are exploring our options on rink locations to ensure that residents enjoy a long and safe skating season, without interrupting the lake fill program.  We expect to install another temporary rink in December and will advise on the location and operating hours soon.

Access to Villeneuve Road

As we are sure you have already noticed, the road to Villeneuve Road is paved and complete.  For safety reasons we cannot open this road until the power trench is more complete.  We anticipate an opening before Christmas.

We hope that everyone had a great week and is excited about the amazing weather we are expecting this weekend.

 Park Construction

  • As you can see, the construction crews are out working on the parking lot at the beach club.  Concrete should be complete next week, followed by asphalt. 
  • We are just doing some fine grading in the lake before the sand is installed, which should start arriving within 2 weeks. 
  • Landscaping will begin after the sand Installation.  
  • The maintenance building is also taking shape and will be framed out this month. 
  • Construction has resumed south of the lake and will continue until the end of the year.

 Lake Fill

As the weather is so hot, we have delayed installing street trees this week.  We have also had to reduce the lake filling until July 5th based on current City of St. Albert reservoir restrictions. 

 Power Lines

We have had a few questions about the power lines west of Jamison as Fortis has moved them around a bit.  These lines will be removed permanently once the future stage is energized later this fall.

Membership Cards

There will be a permanent 6ft fence installed around the perimeter of the park to secure access to residents only. Temporary membership cards for access to the park will be issued in advance to residents.

Please see attached Membership form and fill out in full for all members of your household.

Pick up instructions will be sent in the next couple of weeks, along with information on opening procedures.

Please note, proof of address will be required for pick of membership cards.

Happy Friday Jensen Residents,

We hope that you all had a good week. 

Aside from the rain that we got this week, the beach site is now ready for parking lot construction, which will start next week.  Once the roadwork is started, we can start prepping for landscaping. 

Landscaping will include The Boardwalk, Beach Area, Sand, Boat Dock, site furnishings, fencing, BBQ’s and picnic shelters. Some of the boardwalk materials are delayed a few weeks but we will be working around that until such time as the composite materials are onsite for installation. Besides the delay with the Boardwalk, our consultants have confirmed the schedule has not changed. If there are any changes or delays that we are made aware of, we will inform our residents. 

We are also making good progress on the Maintenance Building, The concrete pad has been poured and materials are on site and it will start to take shape with framing in the next few weeks.  Please see June 11, progress pictures 

As per our last communication, the water is filling at off peak hours, but at an increased flow rate.

We are really hoping to continue our new stage construction on the south side of Jensen soon, which includes the access out to Villeneuve Road.  Construction should resume as early as next week.

The Community will be maintained regularly, as we continue to develop Jensen Lakes. However, from time-to-time there may be an area that is overlooked. If you come across an area in need of attention, please contact HOA@melcor.ca

Good evening Jensen Residents,

We hope everyone had a great May long weekend.  Hopefully the weather is nice this weekend as well so that we can all spend time outside.

As you all know, we are currently working on filling the lake and preparing the beach and park area for landscaping.  The Maintenance building is under construction and will progress over the summer.  

Some new construction activities that you will see around the beach club in June include:

–          Construction of the beach club parking lot

–          Installation of the beach sand

–          Construction of the board walk

–          Preparation for soft landscaping including trees and shrubs

We will also continue working on the next stages south of the lake.  This includes more grading, pipe installation and powerline work.  You might have noticed that the overhead powerlines west of our single family homes have been shifted eastward by fortis.  This is temporary and will be removed all together after these lots are energized this fall.

Happy Friday Jensen Residents! 

As we communicated in our previous email, we turned on the water to fill our lake on February 26th! The water has been flowing continuously and now its warmed up we will only be filling at off peak hours, but at an increased flow rate. Residents will be able to see the water level rise, attached are some photos of the progress.

Our Contractors will begin the construction of the maintenance building at the end of April and we will be working on importing sand, finishing the park site and landscaping, building the boardwalk. 

The fantastic weather is really advantageous to our construction schedule, enabling us to start earlier than expected and excavators are working on the south side of the lake for next 3 stages 10,12,13 installing pipe. These Stages will connect to the Villeneuve road.

Happy Friday Jensen Lakes Residents, 

We hope that you have had a great week, warming up a bit and enjoying the sunny weather.  We are happy about the warmer weather too as it means that the City can safely install our water meter and that we can start filling the lake (you may have seen the city and our contractors out onsite this week).   We have received our Lake Filling Agreement back from the City, and now that the weather is warmed up we expect to turn on the taps as soon as the meter is installed.

As a quick update, the City of St. Albert has our water meter ordered and en route and should be installing it this week so that we can turn on the water to our lake!  Our contractors will also be on site to ensure that everything is installed quickly with no delays.  We will provide an update next week when the meter is installed.

It looks like the next few days will be sunny and clear but please consult our snow removal map should you have any concerns with snow removal in Jensen Lakes.

We hope that everyone had a wonderful Christmas and a Happy New Year!  2021 is going to be a great year and we are scheduled to start filling the lake in the coming weeks.  We will be sure to let everyone know when the tap is flowing! 

We have heard from some residents that there are some concerns about the single access going in and out of Jensen Lakes.  We are working with the City to ensure that all safety measures in planning and developing residential neighbourhoods have been addressed and that adequate access is maintained for emergency response vehicles.  Currently, an emergency response access exists through the walkway at Juneau Way and can be accessed by emergency response vehicles in an emergency and/or when the primary access at Jensen Lakes Boulevard is not available.  Should an emergency access be required for an extended period of time, Melcor will work with the City to provide a safe secondary access at that time.  Currently, the City is not comfortable opening up the uncontrolled interim construction access at Villeneuve Road.  Rest assured that all neighbourhood plans, subdivisions and engineering drawings are circulated to your local emergency response departments for comments and approval.

 The ultimate connection to Villeneuve Road at the future Jensen Gate should be open fall 2021.

We hope your week is starting well.
You might have noticed we have begun construction on a community skating rink, located just south of our future beach house! We hope to have everyone skating soon, safely distanced of course, and are just waiting until its cold enough to get the ice going. Who would have thought it would be so warm in December? Further details will be communicated once the rink is ready to skate on!

We are also just in the final stages of formalizing our water filling plan with the City of St. Albert so that we can soon turn on the taps!

Temp Rink -Dec 2020 Prep & Flood

Good Morning Residents of Jensen Lakes!

Hope everyone is enjoying the snow and the beginning of this wintery season. As you see activity around the lake has slowed but has not stopped. We are still working on some last minute grading to the site as well as some underground construction around the future maintenance building.

We are also prepping and organizing to start filling the lake in the next short while.

Most of the sod was installed along Joyal Way but some areas will need to be touched up when we install the trees next year.

As we expect many of our Jensen residents to stick close to home this winter, we are working on some neat projects to get everyone skating early! More to come on this in the coming weeks.

We continue to make good progress on the beach site servicing and on finishing up the lake edge wall. We are prepping for winter work and organizing to start filling the lake soon.

As the weather is supposed to warm up a bit next week, we will continue with the sod installation in the stage 4 boulevards.

We Hope that everyone had a nice thanksgiving weekend and that you are all enjoying the lovely fall colours in Jensen Lakes.

We continue to make good progress on the lake edge – the first 2 layers are almost finished, and the site servicing is going very well as we have had such good weather.

You will see continued work on the beach site to complete the infrastructure required to fill the lake. We will also be grading the site some more and building some small berms around the lake to help with interim erosion control.

You will also see some activity on the south side of the lake soon as we are trying to get a head start on our 2021 construction program. This will include grading and some excavations for some large underground infrastructure.

Good Afternoon Jensen Residents!

We hope you all had a wonderful weekend and enjoyed the nice weather.

We have been so lucky to have such great weather this fall and the neighbourhood truly looks lovely with all the fall colours coming alive.

Underground construction is still moving ahead on schedule and the lake edge is close to completion. We will continue to work the site to prep it for construction of the maintenance building and to finish the lake infrastructure installation later this fall. At that point we should be able to begin filling the lake!

Due to a shortage of trees this year, we may not be able to install all the trees in the stage 4 boulevards, however sod should go in as planned.

Happy Friday Jensen Residents!

Not sure if you have noticed but we are making some great progress on the lake edge! The lake edge should be completed in about 3 weeks, weather dependant. You might also have noticed that we have started onsite construction on the park site, too! This will bring underground services into the park area so that we can build the maintenance building and the future amenity building. This construction should continue into the fall and will include some infrastructure that extends into the lake to contribute to water quality.

Now that the house construction in stage 4 (along Joyal Way) is nearly complete, we are also hoping to begin tree installation and boulevards in the coming weeks. The grass in the walkways will also be going at this time, too.

The great weather is really helping our construction and we hope you are all able to get outside and enjoy the sun this weekend!

Our Contractors continue to make progress on installing the rock around the lake Edge. Unfortunately, due to events out of our suppliers control some of our onsite underground materials have been delayed south of the border but that work is expected for resume next week.

We do expect our contractors to continue some work around the lake over the weekend, weather permitting.

Contractors have been working away at the lake edge and we are beginning to see some progress. Most of the base prep has been completed and the rock installers are starting to hit their groove. You will also see construction around the beach site start this week with the installation of onsite underground.

Our contractors will be working on onsite construction, including the lake infrastructure and aeration system for the rest of the fall. Once this is complete, we can begin to fill the lake with water!

This good weather has been great for the installation of the lake edge. The base prep work is underway and the landscapers are following close behind with rock installation. Quick construction update. We will have equipment in and around the lake this weekend continuing next week. The lake edge will be completed sequentially beginning with excavated 200 m sections, followed by rock placement at a short lag behind. These two jobs will be completed by two different teams concurrently, which should help to keep the installation moving along quickly (weather dependant of course!)

You will also notice that some boulevard landscaping is being installed. Please be mindful of these locations to ensure the topsoil stays flat and clean until the sod is put in.

We received some good news on Friday afternoon and we will be in a position later this week to resume construction on the lake edge.  We will continue to provide updates as they are available and encourage you to reach out if you have any questions.

 

You may have noticed, the boulevard landscaping on Joyal Way has begun.  Trees will be planted along this stretch, followed in early august by the boulevards in the area of the front attached single family homes.

Some residents have asked for clarification on the discrepancy between the Jensen Lakes article published in the Gazette on July 1, which stated:

Administrative issues with the city and consultants have been resolved, and with good weather, “we should see progress resuming very shortly,” Davis said.

And Friday’s message which stated that the administrative delay is ongoing.

The interview related to this article took place on June 9. At the time, we felt that the signed agreement we wanted in order to proceed would be imminent, but with people working from home, it is taking longer than expected. We continue to work towards a quick resolution. Our intentions and priorities have not changed and our timelines are roughly the same.

Greetings Jensen Lakes residents:

We have received several emails from residents following our lake update message last Friday. Rather than address each resident’s individual concerns, we thought we would post our response on the HOA website for the benefit of all. This post is lengthy because we are doing our best to transparently respond to all the issues that we’ve been hearing from residents of Jensen Lakes, either directly via email and phone call or via Facebook and other channels.

We understand your frustration on the progress of the lake. We very much share this frustration and look forward to moving forward and completing the lake.

We have heard that you were “disappointed at the vague information provided, but also the lack of follow-through these past two weeks.

Yes, on June 11th, we did think that we would begin construction on the lake imminently and that hasn’t happened. As we stated back then, and again on Friday, we are working through an administrative delay.

This delay is a complicated matter and includes expensive commitments to offsite infrastructure that does not benefit the lake, therefore:

  • We are unable to proceed until such time as all parties involved are satisfied with the required monetary offsite commitments so that the lake and lake amenities are not financially impacted and can be developed as we’ve envisioned.

 

We have heard that Melcor is “dragging our feet” because we do not want to complete the lake this year. We assure you that that is not the case. We are fully committed to completing the lake as soon as we can and have it in our budget to proceed with the lake.

We have also heard that Melcor is “in financial difficulty and that is why we have not proceeded”. Yes, like many businesses, COVID-19 hit us hard and we have had to undertake a number of considered initiatives to conserve cash in order to help support the many tenants that we have in our commercial properties who were forced by law to close their doors or drastically alter their function. But that has nothing to do with the lake nor the budget for the lake. Melcor has been around for close to 100 years, and we fully intend on being around for another 100.

We have heard that residents “need answers, or … the pressure on Melcor is only going to increase. The lack of progress, transparency and pathetic reasons why construction hasnt happened is simply unacceptable.”

We have committed to providing an update on the lake every second Friday, whether or not we have anything concrete to update you with. This is to communicate with you as transparently as possible. Please note that increasing pressure on Melcor is absolutely not going to make the lake materialize any faster.

We have heard that we are continuing to advertise a lake community, in spite of the delays in construction. Frankly, this is good news for you as it is our public commitment to get the lake built.

  • These timelines are subject to a number of risks outside of our control and delays may happen.
  • Building lakes is not something we do every day (or every year, or even every decade). We rely on our project consultants for their expertise on matters related to building the lake.
  • This timeline is provided to serve as a rough guideline, to help residents understand the process and calibrate their expectations. It is not a commitment we are making.

Information Updates

Another thing we have heard is that some residents are not receiving our email updates. If this is the case, we have not received your contact information through your builder as of yet. Please do not hesitate to reach out to hoa@melcor.ca to ensure we have your email address and that your account is up to date.

Finally, we want you to know that we are absolutely committed to building you a great community that you will be proud to invite your friends and family to.

We hope you are and your families are staying healthy, safe and happy.

We completely understand our residents frustration with Lake progress but we are working hard behind the scenes on approvals and design to move past these delays and make some good progress.

Keep in mind that although construction hasn’t been impacted by this health crisis, our consultants, engineers, municipal approvals, financing, builder partners have and moving this ahead during this harder than usual time has been a unique experience.

We have some good progress on a few last admin issues that popped up over the last year and with the good weather, we are hoping to begin the stone edge wall In the coming weeks and residents will see Equipment onsite this week.

Here are some high level areas of construction that we will focus on this year.

  • Installation and completion of the stone edge around the perimeter of the lake
  • Lake infrastructure including aeration system
  • Prepping for boardwalk and piers
  • On-site site servicing for the maintenance building and the future amenity building
